Jesse P. McClelland, M.D. M.P.H, Medical Director of TMS Washington™, a Board Certified Psychiatrist and member of the TMS Society, is also the Medical Director of Psychiatry Northwest, LLC, ( He has also been trained and certified by leading TMS manufacturers to provide treatment on their devices.

Dr. McClelland wants all his patients to have access to this revolutionary treatment of TMS if such treatment is appropriate. Dr. McClelland's quest is to provide life changing treatment that is affordable and available to patients with or without medical insurance coverage. TMS Washington offers TMS outpatient treatment in a relaxing setting next to Lake Union located conveniently on Eastlake Avenue in South Lake Union District of Seattle.

"Our Seattle office has searched the planet for the best possible TMS treatment solutions. We have invested in state of the art Transcranial Magnetic Stimulation (TMS) devices. MagVenture's 'TMS Theta Burst' technology from Denmark, and Brainsway's 'Deep TMS Therapy' from Israel. Both represent the latest in TMS technology, treatment, and thinking. Both are most recently cleared by the FDA for the non-invasive treatment of major depression without medication, TMS therapy is acclaimed by clinicians internationally.

Dr. McClelland is board certified in Psychiatry by the American Board of Psychiatry and Neurology and is a member of the American Psychiatric Association and the Washington State Psychiatric Association. He provides comprehensive and individualized care for his patients, which may include therapy, medication management or both. He is trained in all areas of adult psychiatry including but not limited to ADHD/ADD, anxiety, depression, substance abuse disorders, psychosis, bipolar disorder, OCD, schizophrenia, and borderline personality disorder. He believes in proactive treatment seeking to introduce innovative psychiatric care, FDA approved technologies, cutting edge medication management, and holistic care. He is always searching for better, smarter, and more effective treatment and care solutions for his patients.

Dr. McClelland attended Montana State University to complete his undergraduate degree in Chemistry. He won the prestigious Goldwater Scholarship, awarded each year to the top science students in the country. He attended medical school at Tulane University School of Medicine in New Orleans, where he earned dual graduate degrees in medicine (M.D.) and a master's in public health (MPH) with an emphasis in health systems management. He began his psychiatric residency at Tulane but after Hurricane Katrina decimated the hospital system in New Orleans, he completed his residency training at Emory University School of Medicine in Atlanta, one of the top psychiatric residency programs in the U.S.

Following graduation from his residency in 2009, Dr. McClelland consulted for the state of Washington conducting psychiatric evaluations for disability. During this period, he conducted thousands of psychiatric evaluations and gained expertise in rapidly diagnosing difficult cases. He then spent three years as a forensic psychiatrist at Western State Hospital. During his time there, he managed his own treatment teams and held important leadership positions, serving as chairman of the medical records committee and sitting on three other committees.

Dr. McClelland is a 4th generation Montanan, an avid skier, and a diehard 12. Go Hawks! He grew up in England attending the American School in London and had the good fortune to travel to many countries and learn about different cultures. He is a dedicated father of two sons and two dogs.

Michael A. Brooks, DO, JD

Dr. Brooks joined Psychiatry Northwest after numerous clinical encounters with patients impressed upon him the magnitude of undiagnosed and untreated ADHD as well as the widespread misunderstanding of this treatable disorder. He found that many patients had been treated with limited success for anxiety or depression that was actually secondary to unrecognized ADHD. Dr. Brooks was also drawn by Psychiatry Northwest’s desire to make Transcranial Magnetic Stimulation available to more patients for treatment of depression and other disorders.

Dr. Brooks has been certified by the American Board of Psychiatry and Neurology in three specialties or subspecialties: Psychiatry, Child and Adolescent Psychiatry, and Forensic Psychiatry. He is a graduate of The College of Osteopathic Medicine of the Pacific at Western University of Health Sciences in Pomona, California. Following graduation, and trained in Psychiatry at The University of Arizona in Tucson. Dr. Brooks then completed a fellowship in Child and Adolescent Psychiatry at Nationwide Children’s Hospital in Columbus, Ohio, followed by a fellowship in Forensic Psychiatry at Western Psychiatric Institute and Clinic at the University of Pittsburgh Medical Center. His additional degrees include Juris Doctor from the Tulane University School of Law in New Orleans, Bachelor of Science in Neurobiology from the University of Washington, and Bachelor of Arts from The Ohio State University.

Dr. Brooks has evaluated and treated children, adolescents and adults in numerous settings, including outpatient clinics, inpatient psychiatric hospitals, acute evaluation and treatment centers, jails, prisons, juvenile facilities, and forensic psychiatric units. He is presently available for psychiatric evaluation and medication management.

In addition to particular interests in ADHD and TMS, Dr. Brooks professional concerns include bioethics and the interface between law and psychiatry. Private interests include various artistic and creative endeavors.

David Applbaum, PA-C

Physician Assistant

David Applbaum is a physician assistant specializing in ADHD, anxiety, and depression treatment. Diagnosed in adulthood as an 'ADD'er' himself, he has a passion for expanding adult ADHD diagnostic and treatment availability in the region. His journey discovering his own particular shade of ADHD provides a special perspective on his patients' unique challenges living with known and unknown ADHD. He looks forward to helping patients learn all about ADHD, optimize their medical treatment, and appreciate that their lives can truly be enriched by this 'disorder.' David is a native of the Seattle area and enjoys spending time with family and friends and finding or making good food to eat wherever he goes. He has an undergraduate degree from Vassar College in Poughkeepsie, NY and completed his physician assistant training at Tufts University School of Medicine in Boston, MA.

Nurse Practitioner

Helen Wetter, ARNP, FNP-C, Nurse Practitioner, is proud to be practicing at Psychiatry Northwest and TMS Washington. Helen is a member of the Neuroscience Education Institute of Medicine and Psychiatry. Helen is a graduate of Northwest University and the University of Cincinnati. She is a Family Practice Board certified Nurse Practitioner. She also obtained her PCP from UC Davis School of Medicine Department of Psychiatry, Primary Care Psychiatry Fellowship. 

Helen is thrilled to work at Psychiatry Northwest and work with its patients to give them the specific care they need. Helen's specialties include treating ADHD, Bipolar, Depression, Anxiety, PTSD, and OCD. She is also trained to treat Night Terrors and Sleep-Wake Disruption. Helen also specializes in the treatment of addiction, such as; Sleep Medication Dependency, Benzodiazepine dependency, and other addictions.

Helen's approach to establishing mental wellness is through personalized medicine and integrated approaches. Her integrated approaches include; Genetic research, Sleep, Nutrition, Testing and Diagnosis of psychiatric conditions, and medication management. She also works with patients through Injury and Traumatic events for those suffering from PTSD.

Domenique Edwards, ARNP, PMHNP-BC is a Board- Certified Psychiatric-Mental Health Nurse Practitioner specializing in the diagnosis and medication management of ADHD, Anxiety, Depression, Trauma, Psychosis, and Bipolar. Domenique has experience across psychiatric populations including with  socioeconomically vulnerable clients, hospitalized clients, and students. She also treats clients from all stages of life including children at least 6 years old, adults, and older adults. 

Domenique has her Bachelor's Degree in Psychology from Vanderbilt University and a Masters of Science in Nursing also from Vanderbilt University School of Nursing. Domenique is a Nurse Practitioner member of the Neuroscience Education Institute as well as the American Psychiatric Nurses Association. 

Domenique is new to the Seattle area from Nashville, TN and does miss the sunlight, but loves the Seattle culture. Domenique is thrilled to join the team at Psychiatry Northwest and work along-side its clients to help them achieve their best self. Sessions empower and educate clients to take control of their health, and often include a laugh or two.

Abby McClelland, MA, MSW, LICSW

Abby McClelland, MA, MSW, LCSWC, has completed TMS Technician training from both Brainsway and MagVenture and Certified by both.

She is a clinically certified Mental Health Therapist with many years of in-patient, PHP level and out-patient experience of treating eating disorders, depression, anxiety, trauma, ADHD, relationship problems. Abby is a compassionate, caring, curious, and open minded licensed professional with a track record of successful implementation of effective treatment plans for adolescent and adult clients struggling with mental health and emotional disorders. She has expertise in DBT and CBT, with experience of treating both males and females across a broad spectrum of ages, races, economic, and multi-ethnic diversities.

"I welcome you to my practice and want you to know that over many years, I have worked with clients who have suffered from a great variety of issues and who have recovered hope and been able to successfully 'reset' their lives. My clients often feel stuck initially due to possible depression, trauma, anxiety, relationship problems, eating disorders, or other addictions, or some combination of these. Through our therapeutic relationship, life skills through DBT work, and new perspectives through CBT work, you will be empowered to create a life worth living."

Abby, who has two masters degrees, has been fortunate to work with major mental health institutions to develop her therapeutic skills as part of a team devoted to individualized care. Her most recent position was at the "The Center A Place of Hope" in Edmonds Washington, an internationally renowned PHP level treatment center focusing on depression and anxiety, eating disorders, addictions and trauma. Prior to that Abby worked for many years at Rimrock Foundation, a respected national addictions treatment center located in Billings, Montana. Abby specialized in eating disorder issues at both institutions, and implemented and managed DBT programs for individuals and groups at these institutions. She has extensive experience working closely with psychiatrists in her work at both institutions.

Abby is married, with four grown children, three grandchildren, and lives with her husband, an attorney and businessman, in Ballard. She is an avid Seahawks fan, loves the arts, and enjoys her grandchildren, walking, fitness classes, yoga, and cooking.

Emily Smith MS, LMHC, NCC, is a Licensed Mental Health Counselor and a National Certified Counselor. Emily has worked with hundreds of clients providing therapy in both medical and behavioral health settings. She is an experienced and knowledgeable therapist who is passionate about helping clients on their journey towards empowerment and intentional living.

After receiving her Psychology BA degree Emily was accepted into a highly selective and competitive Master of Science in Mental Health Counseling program at Western Washington University. This is a CACREP accredited program that selects only 6 candidates a year to highly educate and personally mentor in becoming a therapist. Emily dedicated the following 6 years to providing mental health services to her community in Bellingham, WA.

Emily’s personal approach in providing therapy is centered on modalities that build awareness and are evidence based. These include Cognitive Behavioral Therapy, Mindfulness, Solution-Focused Brief Therapy, and Dialectical Behavior Therapy. Emily’s approach focuses on helping the client build awareness, heal from past injuries, and find freedom from patterns of harmful thinking and behavior to live intentionally in the present moment. Emily provides a compassionate healing space for clients to comfortably address their concerns. She often includes mental health assessment, education, and skill building into her practice.

Emily has worked with clients struggling with many different mental health concerns including anxiety, trauma, depression, life changes, and relationship stress. She has specialized knowledge and interest in the treatment of Obsessive Compulsive Disorder and in working with client’s who have left fundamental religions. Additionally she has attended workshops specialized in providing competent counseling to the LGBTQ population.

Outside of practicing therapy Emily enjoys yoga, weight lifting, cooking, and playing Zelda. She is a returning Seattleite after living in Bellingham, WA for 12 years. She currently spends much of her time exploring the city of Seattle with her loved ones and getting to know her community.

Ian Kavanaugh, MS, LMHC, CN

Ian Kavanaugh, MS, LMHC, CN, is a holistic licensed Mental Health Counselor and a Certified Nutritionist who provides traditional talk therapy as well as integrative dietary and lifestyle treatments. He has experience working with adults and adolescents treating depression and bi-polar disorders, various anxieties related conditions, trauma, ADHD, life transitions, and substance abuse. He is also trained in prolonged exposure therapy for the treatment of PTSD. At the root of his work is the relationship he builds with you. Ian provides a safe, non-judgmental, collaborative environment where you can express yourself freely and work toward your goals. He works using evidence based treatment methods such as CBT, DBT, and Solution Focused techniques.

As your Nutritionist Ian can be your personal educator and dietary assistant, helping you identify your relationship with food and what changes you can make to help optimize your mental and physical health. Whether helping to refine your food choices or making changes to your habits around what and how you eat, there are many significant ways in which improving diet can positively affect your quality of life and reduce symptoms of mental health related disorders.

My job has always been to honor that individual experience and tailor my treatments and recommendations to the person sitting across from me, both as a counselor and as a nutritionist.”

Ian completed his Bachelor’s degree in Psychology from the University of Colorado at Boulder and received a Master of Science from Bastyr University in Nutrition and Clinical Health Psychology. His master’s degree was a three year program that provided the foundations to become both a Professional Mental Health Counselor and Certified Nutritionist. His education is rooted in functional medicine and getting to the root cause of an issue while at the same time providing tools to deal with and relief from daily struggles. Ian also has research background in weight loss, quality carbohydrate consumption, and their impact on mood.

Kimi Hashimoto

Tms Clinician Coordinator

Kimi Hashimoto is currently the newest addition to the TMS team. She was born and raised in Honolulu, Hawaii and moved to Seattle for college. She graduated magna cum laude from Seattle University with a BS in Psychology, focusing her studies on neuroscience and health psychology. She also graduated with a minor in English literature.

Kimi was a teacher’s assistant for statistics and research methods class, where she enjoyed tutoring students on advanced SPSS and guiding them through their individual research projects. Additionally, Kimi spent over a year interning at Behavioral Research and Therapy Clinics at UW as their data manager, where she was trained in DBT skills and coded for group DBT therapy sessions for adults with borderline personality disorder. She also managed a team of seven research assistants to assist in BRTC and UCLA studies regarding suicidal ideation/incidents in adolescents with borderline personality disorder. During her time at Seattle University, she did many projects and research studies regarding people with PTSD, the biological and societal factors surrounding addiction, and alternative treatments for depression, PTSD, and addiction.

The idea of treating patients with a non-invasive procedure with minimal to no side effects drew her in to TMS. Kimi loves getting to know her patients and seeing them improve with TMS treatments. She looks forward to spending more time researching new treatment protocols and helping others achieve a better quality of life. Kimi spends a lot of time conducting research on “off-label” TMS treatments for anxiety, ADHD, PTSD, and addiction. Kimi is looking to apply for doctorate programs in clinical psychology in the future.

Kimi is also a self-declared “foodie” and enjoys exploring Seattle’s restaurants. She also enjoys going to the farmers market on the weekend, going to the gym, visiting her parents, spending time with friends, and watching TV.

Eden VanDevanter

EMT and TMS Technician

Eden is an EMT and TMS Technician at Psychiatry Northwest. Born and raised in Tacoma, Washington, the Pacific Northwest is her home. Eden graduated magna cum laude from Colorado College in 2018 with a BA in Biochemistry and is a member of the Phi Beta Kappa Society’s Colorado chapter. She also holds a distinction as a Community Engaged Scholar for her work in promoting mental health education and support services among adolescents, the homeless, and the queer community. Eden has worked in the medical field for 7 years. While completing her undergraduate education, she worked as a First Responder and acting Director of her college’s EMS department. She also worked with her college’s athletics program as a Student Athletic Trainer administering rehabilitation, preventative care, and neuropsychological testing for athletes.

Eden was drawn to TMS because of the therapy’s unique opportunity for continuity of care. With the intensive outpatient treatment required for TMS, our clinicians have the privilege to get to know our patients intimately. Being able to witness the transformation patients go through is a gratifying experience that makes every day worthwhile. She is excited to work for a clinic that is on the cutting edge of mental health and whose providers emphasize putting the patients’ needs first.

In addition to working with us at Psychiatry Northwest, Eden interns at Seattle Children’s Research Institute, working with clinical and translational medicine in metabolic disease. She plans to attend medical school after her time with Psychiatry Northwest. When she is not in the clinic, you can find Eden snowboarding, kayaking, hiking, or enjoying any other outdoor sport with her cattledog, Murphy.
